Kids Concert This Sunday at City Hall
The Time Outs make rockin' kid music that offers a groovy new twist on the usual fare. A fun mix of indie pop, 60's garage and good old-fashioned rock-n-roll, The Time Outs catchy tunes will have the pip squeaks hoppin' and the parents sneakin' a listen even when their kids aren't in the car. Built on the philosophy that awesome rock doesn't have to be pretentious, and that kid's music doesn't have to be insanely sweet. The Time Outs have created a raucous, fun dance party that will have the most jaded parents clapping and singing along.

Pleasant Hill Celebrates National Night Out!
National Night Out is a nation-wide celebration of the partnership between local communities and their police departments. National Night Out is a nation-wide celebration of the partnership between local communities and their police departments. Held annually across the country on the first Tuesday evening in August, National Night Out gives citizens and police officers the chance to interact in a relaxed atmosphere to both enhance communication and celebrate their accomplishments.

It takes place this year at City Hall, 100 Gregory Lane, on August 5, 6-8pm. The event will feature a free BBQ catered by our local Outback Steakhouse, beverages courtesy of our local Target store, live music on the City Hall stage, a bouncy house for the kids, a fire truck from our local Engine 5, and a K9 demonstration. In addition, numerous police officers will be present to answer questions or just to chat. Don’t miss out on this great opportunity to spend a relaxing evening with your family while getting to know your local police officers, listening to some great music, and enjoying delicious Outback BBQ.

National Night Out 2008

Contra Costa Boulevard Paving Project Bid Results (UPDATED 7/15/08)
The Contra Costa Boulevard Pavement Rehabilitation Project No. 04-08 - Federal Aid Project No. STPL 5375 (018) will provide for the construction of: new street pavement resurfacing; pavement repairs, median curb replacement; curb (ADA) ramp upgrades; sidewalk improvements; striping and incidentals.

Six bids were received and publicly read on Tuesday, July 15 after 2:00 P.M. in the Public Work and Community Development Conference Room at the City of Pleasant Hill City Hall.

The following table summarizes the bid results. The apparent low bidder is marked “Low Bidder” below.

1. Bay Cities Paving and Grading, Inc. (Low Bidder) $1,126,059.00

2. G. Bortolollo and Company, Inc. $1,133,139.65

3. Top Grade Construction, Inc. $1,164,834.55

4. Granite Construction Company $1,241,752.70

5. C.F. Archibald Paving, Inc. $1,294,222.20

6. J.A. Gonsalves & Sons Construction, Inc. $1,802,753,80

The City Council will consider awarding the construction contract to the lowest responsive, responsible base bidder at their regular July 21, 2008 meeting. Retail (RB) and Neighborhood (NB) Business Districts Zoning Ordinance Amendment
The City of Pleasant Hill Planning Commission will hold a public hearing on Tuesday, August 12, 2008 on zoning ordinance amendments. The proposed amendments will be to Sections 18.25.020 and 18.15.040 of the Pleasant Hill Municipal Code for various land use classifications within the RB Retail Business and NB Neighborhood Business districts.

The Planning Commission will hold the public hearing starting at 7:30 p.m., in the City Council chambers, 100 Gregory Lane, Pleasant Hill. A copy of the public hearing notice can be viewed here.

The proposed amendments would require certain land use classifications to obtain a conditional use permit prior to locating within the RB and NB districts. The amendment also includes revisions to related sections of the zoning ordinance as needed to implement the intent of this amendment.

An Initial Study and Negative Declaration have been prepared for this project and are available for public review (from July 9, 2008 through August 9, 2008) at the Planning Division. Comments on the environmental documents are to be submitted to the Planning Division in writing no later than 5:00 p.m., August 11, 2008, at 100 Gregory Lane, Pleasant Hill, CA 94523.

Two -Year Budget adopted by City Council
On June 16, 2008 the Pleasant Hill City Council formally adopted the 2-year budget beginning July 1, 2008. The City's Biennial Budget is a policy document that describes the City’s goals and objectives and indicates how resources are allocated to achieve these goals. In addition, it serves as a financial plan, an operations guide, and a communications tool.

The document includes the following key elements:

Budget Guide and Summary Schedules
The Summary Schedules section provides summary financial information regarding fund balances, projected revenues, expenditures and transfers for all funds in the City. This section also includes a summary of authorized employee positions by department.

Biennial Budget
This section includes the Fiscal year 2008/2009 and 2009/2010 Biennial Budget of General Fund revenues, expenditures and fund balance. It provides a model to help make informed decisions regarding how current and future spending will affect the financial health of the City.

General Fund
The General Fund section provides descriptive information on the functions and financial information for the proposed two-year budget.

Departmental Operating Budgets
The Departmental Operating Budgets are divided into individual sections for each operating department.

Special Revenue Funds
This section provides information on the City’s nineteen special revenue funds: Traffic Mitigation; Traffic Safety; Gas Tax; Gas Tax 2107.5; Unified Lighting District; Commercial Landscaping and Lighting District; National Pollutant Discharge Elimination System; Supplemental Law Enforcement Services; Waste Management; Measure J; Police Special Services; Park and Recreation; Landscaping & Lighting District; Senior Van Services; Vehicle Abatement; Affordable Housing; Traffic Congestion Relief Fund; Edward Byrne Memorial Justice Assistance Grant and Drug Abuse Resistance Education.

Capital Funds
This section provides information on the City’s six capital funds: Capital Outlay (Bedroom Tax); Computer Technology Replacement; Public Educational and Governmental Access Grant Fund; Vehicle and Equipment Replacement; Police Technology Fund and Capital Project Fund.

Capital Improvement Plan
The Capital Improvement Plan section details the proposed capital improvement projects for the two-year budget cycle. This section includes projects that have been reviewed and approved by City Council. For further detail please refer to the City of Pleasant Hill Capital Improvement Plan Six-Year Plan 2009-2014.

Diablo Vista Water System
This section provides information on the Diablo Vista Water System which is an enterprise fund that provides water to a specific geographical region of the City.

Appendices
The Appendices section includes: Budget Resolution; Appropriations (Gann) Limit Resolution and Description; Financial Policies; Glossary and Expenditure Chart of Accounts.

Redevelopment Agency Budget
The 2008-2010 Redevelopment Agency budget includes the Executive Director’s Budget with attached appendices that identify revenues and expenditures over the two-year budget period, the Agency budget resolution and a ten-year projection of Agency Fund balances.

Amendment to Commons Redevelopment Area
Proposed amendment to add DVC Plaza and Hookston Station areas to Pleasant Hill Commons Redevelopment Plan. On June 16, 2008, the Redevelopment Agency referred its proposed Amendment No. 14 to the Pleasant Hill Commons Redevelopment Plan to the Planning Commission for its consideration. The Agency also authorized transmittal of the Preliminary Report on the proposed Amendment to all affected local taxing agencies and the state, and authorized circulation of the Draft Environmental Impact Report on the Amendment. The City Council/Redevelopment Agency have scheduled a special joint meeting on September 22, 2008 at 7:30 p.m. in the Council chambers to consider certification of the Final Environmental Impact Report and adoption of the Redevelopment Plan Amendment.
City Elections Scheduled for Pleasant Hill
Elections for positions on Pleasant Hill City Council are scheduled to take place on Tuesday, November 4, 2008. In addition to electing three members to the City Council, residents will also vote for City Clerk and City Treasurer. The nomination period will begin at 8:30 am on Monday, July 14, 2008 and end at 5:00 pm on Friday, August 8, 2008. However, if one or more of the incumbent officeholders does not file by the August 8th deadline, the nomination period for that vacancy will be extended until 5:00 pm on Wednesday, August 13, 2008.

Nomination Papers must be obtained from the City Clerk’s office during the nomination period. Candidates must be registered voters of Pleasant Hill at the time the Nomination Paper is issued.

Summer Concert Series by the Lake
The Pleasant Hill Summer Concert Series Schedule is now posted online. The Pleasant Hill Civic Action Commission will host another Sunset by the Lake Concert series beginning May 25 and continuing every other Sunday through Labor Day weekend (August 31). The band schedule is now available (see link below)and includes many favorites back by popular demand and some new and exciting sounds for this year.

Our Farmers Market runs every Saturday from 10 a.m. to 2 p.m. at the City Hall parking lot. Look for the freshest possible local fruits and vegetables you can buy from the farmers’ growing them. All your favorite growers and vendors are gearing up to make sure you get to take home local asparagus and cherries, strawberries, lettuces and greens of all kinds, organic beef, local honey, Barbara’s Jam’s, kettle corn, baked goods and much more.
